Real Property Sales and Support Services Blanket Purchase Agreement

Administered by the General Services Administration (GSA) as a blanket purchase agreement (BPA) under GSA Schedule 520, the Real Property Sales and Support Services Blanket Purchase Agreement (RPSSS BPA) offers all Federal landholding agencies the ability to meet the objectives of the Presidential Memorandum entitled Disposing of Unneeded Federal Real Estate, Executive Order 13327.  The RPSSS BPA supports the GSA with helping all Federal landholding agencies to identify real property assets to use more efficiently, reposition, or divest in ways that will maximize value.  The contract is in the form of a BPA, which allows all Federal landholding agencies to purchase these real estate services through the GSA with a single contract.

About the RPSSS BPA

The RPSSS BPA is available for use by all Federal landholding agencies through the GSA with the issuance of BPA Calls. BPA Call terms and conditions can be augmented to address individual agency needs. Orders can be issued on a firm-fixed-price or time-and-material/labor hour basis. The contract has a five year period, allowing BPA Call requirements to benefit from multi-year performance or the inclusion of optional periods and optional tasks. Services offered under the RPSSS BPA include, but are not limited to:

  • Property Sales and related services including Asset Sales Preparation, Bidder Evaluations, Online and Live Auctions, Property Listing and Showings, Marketing and Advertising

  • Protection and Maintenance of idle properties
  • Property Utilization Studies
  • Asset Management Strategies and Implementation at Property and Portfolio-level
  • Property Valuation, Appraisal Reports and Historical Reviews
  • Environmental Studies, Compliance and Remediation
  • Demolition Services including Feasibility Studies, Consulting and Management
  • Financial Performance Analysis, Benchmarking and Planning
